It's much easier to use Aseprite initially, but if you're not comfortable, then you use sketchbook with as little resolution as possible and then enhance it with a pixel editor. I suggest using Aseprite, I once used it, resized my not pixel art drawing in Sketchbook and using Aseprite sorta made it look like pixel art with dithering and everything.

After sketchbook you would have to use a pixel art editor to polish it a bit, maybe. PC doesn't exactly have pixel preview, you only see pixels when you're using a zoom tool. Size of the brush as small as possible, like 0.5 or 1. Use some brush and jack their setting really high, the flow and opacity should be 100%, spacing 0.1, roundness 1%, hardness (or sharpness on pc) 100%. You could use a very low resolution canvas, with size of about 512x512, maybe lower. Autodesk SketchBook is an intuitive painting and drawing application designed for people of all skill levels, who love to draw. I am using Sketchbook Pro on my android device. I don't think there is a way to do a pixel art on sketchbook pro.
